In Enshrouded 1.0, craftable armor tiers unlock through Flame progression. Picking up the resource named in an old guide is no longer the general armor-unlock method. Check your Flame before repeating a mining trip.

First identify the problem: is the recipe absent, is a visible recipe blocked, or are you looking for armor that now comes from loot? Those need different solutions.

Missing recipe: check the Flame

The relevant progression is strengthening the Flame. Expanding a Flame Altar's building area is a separate upgrade; more room for your base does not unlock the next armor tier.

Check the Flame level in your world rather than using your character level or stockpile as proof that the requirement is met. A returning character can have the materials without having completed that world progression.

Visible recipe: check the crafter and materials

Adventurer Chest shows how these requirements differ. It unlocks at Flame Level 3 or higher and is crafted through the Blacksmith. The Blacksmith must be sheltered and have a Forge.

The chest costs 2 Bones, 2 Dried Fur, 4 Copper Bars, 4 Amber and 3 Giant Critter Scales. That is the cost of making it, not a list of resources you must pick up to reveal it.

If the recipe is visible but the craft is unavailable, inspect its unmet conditions. Gathering more Amber will not provide a missing Forge, and placing a Forge will not pay the material cost.

Marksman and Sharpshooter: search chests instead

Marksman is now loot from Revelwood chests. Sharpshooter is now loot from Nomad Highlands chests. They are no longer the crafting recipes an older guide may describe.

Do not use either set as a test of whether a Flame upgrade worked. Their acquisition method changed.

Still stuck after meeting the requirements?

Record the exact armor piece, your Flame level and whether the recipe is absent or merely unavailable to craft. Include the unmet station or shelter condition if one is shown. Those details distinguish an unlock issue from a normal crafting requirement.

The October 21 hotfix addressed a crash involving recipe filters. It was not a general announcement that missing armor recipes had been fixed. There is no reason to delete a world or replace a save based on that patch note.
